Sudbury man shot by police in armed standoff during crisis: Special Investigations Unit

The same day the Sudbury police chief presented a report saying use of force incidents are down, a mental health crisis escalated to a man being shot by officers.

Greater Sudbury Police Service was called to apprehend a 40-year-old man under the Mental Health Act at a Jean Street home Wednesday morning, the Ontario Special Investigations Unit said Thursday.

"The man barricaded himself in his residence. Attempts to negotiate with the man were unsuccessful," SIU said in the update.

Sudbury police said crisis negotiators and emergency response unit were on scene.

CTVNewNorthernOntario.ca observed at least six GSPS vehicles and an ambulance parked on the dead-end street shortly before 2 p.m.

Sudbury police said officers made several attempts to communicate with the man, but he would not cooperate.

The emergency response unit entered the unit shortly before 3 p.m. and took the man into custody.

"There was an interaction with the man, who was armed with an edged weapon and one officer discharged his firearm," SIU said Thursday.

"The man was struck."

Sudbury police said officers discharged a "less-lethal" firearm and a firearm in the interaction.

The man surrendered to police and was taken to hospital with a gunshot wound.

"Officers were also transported to the hospital with non-life-threatening injuries," Sudbury police said.

Three police officers were injured in the incident, Greater Sudbury police spokesperson Sarah Kaelas told CTV News in an email Thursday.

As a result of the violent altercation, the man has been charged with three counts each of attempted murder, assault with a weapon, assaulting a peace officer, having a weapon for a dangerous purpose and uttering threats to cause death or bodily harm. 

The incident was turned over to the provincial police watchdog which is investigating due to the injured suspect and use of a firearm.

"Three investigators and two forensic investigators have been assigned to the case," SIU said.

"The SIU is urging anyone who may have information about this investigation, including video or photos, to contact the lead investigator at 1-800-787-8529 or online."

SIU will determine if police committed any wrongdoing in the case.

When asked if any charges have been laid against the man, Kaelas said, "We are prohibited by legislation from providing any further information related to this incident" because the SIU has invoked its mandate.

"The SIU will be on the scene investigating the matter," Kaelas said.
