Even though there are appeals to be heard in November by the province, excavation work on the Kingsway Entertainment District project in Sudbury is going ahead.
The site preparation will cost $8.5-million, with the cost to be shared by the city and the developers for the proposed new arena and casino.
The city says it has timelines to meet, beginning with the building of the casino by April 1st, 2020.
