Update 2:

Police say William Horner is now in custody.

He was arrested in Blind River without incident and will be returned to North Bay for court appearance.

Update:

North Bay Police say the District of Nipissing Social Service Administration Board staff received messages from a man known to the community Tuesday containing threats towards himself and employees at city hall.

No one was hurt and police later evacuated the building to investigate.

Police have issued a warrant for the arrest of 39-year-old William Horner and charged him with one count of uttering death threats.

If anyone has any information with regards to William Horner, call police or Crime Stoppers, and do not approach him.

Some tense moments at North Bay City Hall Tuesday afternoon as police put the building on lockdown.

Sources confirm that there was a credible threat involving a violent individual with a gun.

Mayor Al McDonald say as recently as 5 pm police were still sweeping the building.

We will continue to follow this developing story. 

The threat appears to be over.

Tuesday night's council meeting will be held as scheduled, but two uniformed police officers will be in the building and council chamber.

The Mayor says everyone in the building, members of the public and city staff are safe, if not a little shaken after the events.

Police have secured the building and will be on guard during Tuesday's planned council meeting.

“You know until we have all of the information, it’s all speculation, but a threat did come in. So, we have our local social services office in the building. The threat actually went to their office, an individual saying he that he was coming in to city hall. So, we put all of our policies and procedures in place and in those type of incidences that we lock down the building. We are hearing that he was actually in the building at one point, sometime, we believe, after 4 o’clock. The police are still trying to determine that. There was a sighting, but we couldn’t confirm if he had a gun or not. So, right now it’s just, all the information is still fluctuating from one extreme to the other. Until we have all the information, that’s what we know at this point." said McDonald when asked if the threat was made by someone with a grudge against city hall.
