NORTH BAY -- A former chief administrative officer with The City of North Bay is on the province's 2019 sunshine list for North Bay, despite leaving his post the previous December.

Former CAO Keith Robicheau earned almost $210,000 for his role as the CAO in 2019.

Robicheau began his tenure at the city in Feb. 2017.

However, the city announced his departure in mid-December 2018. At the time, Mayor Al McDonald thanked Robicheau for his time and efforts in helping the city.

No details were provided on why he left the job.

CTV News reached out to Mayor Al McDonald's office for an interview request or response.

The city provided a statement instead.

"With respect to City of North Bay employees who appear on the Sunshine List, we report to the province in accordance to the requirements set out under the Public Sector Salary Disclosure Act," said the city's Communications Officer Gord Young.

"The City of North Bay, however, does not comment on individual personnel matters out of respect for the personal privacy of our employees and in accordance to the Municipal Freedom of Information and Protection of Privacy Act."

This is the second time a former CAO appeared on the Sunshine List after leaving the job at city hall.

Jerry Knox appeared on the Sunshine List in 2016 and 2017 where he earned almost $204,000 each year while holding a position of "corporate advisor".

Documents released to taxpayer Kevin Ferris, who filed a Freedom of Information request against the city, showed Knox started the corporate advisor position in June of 2016.

There is no evidence Knox did any work for the city while under the corporate advisor title.

An employee contract agreement, which Ferris was awarded, showed numerous discussions were held between the mayor and Knox surrounding a transition plan for his replacement.

McDonald has previously stated he was not involved in the "hiring or firing" of a corporate advisor position.

Knox was eventually shifted over to that "corporate advisor" role.

The agreement stated Knox had the opportunity to consult and provide "advisory services" with the CAO or then-acting CAO.

Ferris spoke with CTV News Sunday morning about both issues.

"It's a total waste of taxpayer money," said Ferris while standing outside of city hall.

"One of the big questions is will we see Keith's name on the Sunshine List next March? This could be Jerry Knox 2.0."

Ferris is questioning McDonald's leadership and notes both of these issues need to be addressed for the public's sake.

"We, as taxpayers, deserve to to see Mr. Robicheau's employment contract. It shows a real lack of leadership and very weak leadership under Al McDonald and I really think there needs to be more transparency," said Ferris.

The Sunshine List is released every year by the Ontario Government. It shows all public-sector employees who were paid $100,000 or more.
