Health Sciences North in Sudbury is operating at 110% capacity, well above the safe limit of 85%.

That's according to documents recently obtained by the NDP through a Freedom of Information Act request.

The party said overcrowding has been happening for the last two years.

He has bad lungs and a bad heart, because of that he recently suffered an asthma attack which then turned into pneumonia.

It landed him in the hospital for over a week. A week he wants to wipe from his memory forever.

"I'm actually afraid of going back to the hospital," he said.

Chartrand told CTV during his stay, he only got a room with a toilet and shower for one night.

He said the remainder of his stay was spent behind curtains in a common room with several other patients, and a portable potty on the floor.

"For me, it was the facilities for going to the washroom," said Chartrand.

"That was degrading. We're not animals, we're human. We should be respected a lot better than I was there, and the people that were beside me."

Chartrand doesn't blame the hospital staff for his undignified stay, instead he blames damaging cuts to the health care system, something Ontario NDP leader Andrea Horwath came to Sudbury to talk about on Tuesday.

"The health minister claims they've increased the budget significantly, but they still shorted the hospitals by over $300 million. The Ontario Hospital Association asked for a particular amount of funding just to keep a crumbling system afloat and the Liberals short changed that," Horwath said.

In response, Minister of Health Eric Hoskins issued a statement to CTV.

"If NDP leader Andrea Horwath is serious about investing in health care then she should have supported the 2017 budget where we increased health-care funding by $11.5 billion over the next three years, including a 3.1% overall increase across the hospital sector this year."

Hospital officials said since January, because of overcapacity, an average of 25 people a day can be put in lounges and hallways.
